VI SPANISH AS A FOREIGN LANGUAGE COURSE FOR TOURIST GUIDES AND UNDERGRADUATE AND GRADUATE STUDENTS FROM FEALAC EAST ASIAN COUNTRIES - ELE FOCALAE
Colombia offers Spanish courses for tourist guides and undergraduate and graduate students from FEALAC East Asian countries to be undertaken in Colombian universities with proven high quality standards in language education for foreign students. ELE FOCALAE aims to strengthen mutual understanding, trust, political dialogue and friendly cooperation between Colombia and East Asia through the teaching of Spanish as a foreign language and the promotion of the linguistic, cultural and touristic values of Colombia. The initiative seeks to develop three components to achieve this goal: - On the one hand, it helps tourist guides to improve their interaction skills with Spanish-speaking visitors. In addition, it aims to position Latin America and the country as an important destination for learning Spanish in beneficiary countries and among people visiting those countries. - In the educational area, it seeks to foster academic mobility in a double way through the participation of undergraduate and graduate students. It is hoped that they will contribute to mutual knowledge from the academy, as well as to the generation of lasting ties between institutions of higher education of the two regions. - From the cultural point of view, it seeks that beneficiaries have the opportunity to know the different Colombian and Latinoamerican cultural expressions through gastronomy, typical dances, landscapes, etc. Their presence in the country is very enriching so that our nationals get to know other traditions and cultural expressions.

Network of Scientific-Technological Convergence Phase II Nano- Bio /International Meeting “Challenges and possibilities from bio and nanotechnology to facing the problem of water contamination by heavy metals”
This project is circumscribed within phase II of the initiative from the Bio-nano Convergence Network, aimed at performing an assessment of the presence and concentration of heavy metal and metalloids into water bodies, specifically mercury, lead, cadmium and arsenic in FEALAC countries. The purpose is to assess, through pilot studies, the impact of these contaminants on living beings and the environment, and to strengthen technology transfer to exposed communities, and to assume the measurement tasks, monitoring, mitigation and remediation from the opportunities and capabilities offered by bio and nanotechnology. The initiative requires a feedback stage based on the experiences of countries that have carried out this kind of activities. This will allow strengthening the methodology and cooperation actions as well as identifying the existing potentialities to achieve, through the opportunities offered from bio and nanotechnology, the goal of systematic mapping and monitoring of heavy metals in water. The FEALAC-Cbionano International Meeting “Challenges and possibilities from bio and nanotechnology to facing the problem of water contamination by heavy metals”, took place in Bogotá, on Dec 2, 2016. During this meeting the international cooperation project: “Mapping and assessment of water contamination by mercury, lead, cadmium and arsenic in FEALAC countries” was presented, and the book: “Bio-Nanotechnology for sustainable environmental remediation and energy generation” was launched. This book contains contributions by experts from FEALAC countries on energy and environment opportunities offered by bio and nanotechnology.

Mapping and assessment of water pollution from mercury, lead, cadmium and arsenic in FEALAC countries
Perform an assessment of the presence and concentration of heavy metal values and metalloids into water bodies, specifically mercury, lead, cadmium and arsenic in FEALAC countries. This project aims to strengthen the capacities in Spanish Language of East Asian tourist guides and journalists, by providing 58 scholarships to learn Spanish during one academic semester in several Colombian universities located in different cities. This project also serves the purpose to creating cultural ties among participant countries.

Colombia has done important steps forward regarding the financing of innovation. However, there is still a long way to go in the support of innovation in Colombia. When briefly exchanging experiences with similar institutions from other countries it becomes evident that these issues are not unique to Colombia. It is often the case that countries are not fully aware of their own strengths and weaknesses and there is not enough exchange of experiences and instrument creation. This provides nations with a clear opportunity to enlighten each other with different paths towards their own development by exchanging information and good practices. The purpose of this project is therefore to contribute to the economic development of FEALAC members by creating a space where different countries can share successful experiences, best practices and lessons learnt on the design and implementation of their innovation support mechanism, specifically on the creation of different financing instruments to spur business hyper-growth through innovation. Along with creating a network between countries that could benefit the development of joint projects between governments or even between actors as entrepreneurs, academic sector, etc. The main objectives of this proposal are: 1. To share experiences and best practices between experts who currently work and have deep knowledge on the implementation of innovation and entrepreneurship support measures. 2. To develop networks and connections between Latin-American and East Asian countries in order to support innovation in companies with high growth potential, enhancing business opportunities. 3. To learn financial mechanisms and other instruments used by the participating countries in order to strengthen national innovation systems.

Network of scientific-technological convergence
This project is based taking into account the commitment that Colombia made in Buenos Aires about presenting a cooperative initiative on Science and Technology, and also considering that the Colombian government is part of the Forum for East Asia – Latin America Cooperation (FEALAC). " Colciencias has identified one of the most important problems in science and technology between both regions: the insufficient rapprochement of groups and research centers of the two regions. However, FEALAC, as an international platform of political dialogue and cooperation aimed at the strengthening of the Latin America-Asia relations could be the answer to solve this problem. " One indicator of this problem is the limited number of collaborative activities which causes the loss of opportunities to make RD joint actions and projects and institutional strengthening. The main causes of the problem are: mutual unawareness of science and technology capacities in a great range of countries, weak promotion of networks of joint work, and different priorities for scientific cooperation. " Among the mechanisms that could be used to solve this problem, we could find: support for the execution of innovation and technological development programs and projects through the use of instruments such as: 1) nonrefundable public contributions to support university-industry programso r projects (cofoundingo r grants) 2) support for researchers mobility 3) enrollment of researchers in industries. Support the execution strategic and applied research programs and projects through mechanisms such as: nonrefundable public contributions for the execution of projects by universities and research centers (contingent recovery), and 2) scholarships for doctoral studies in countries of the Network." This proposal focuses on contributing to eliminate one of the main problems through the creation and operation of a thematic network in the field of scientific-technological convergence. This is defined as the convergence of life sciences, physics and engineering. (MIT, 2011), the need to solve problems related to food security, energy, environment and health through an interdisciplinary work. (A new biology for the 21st century, 2010)" A thematic network is an association of research groups from public and private institutions of the FEALAC country members, which its scientific and innovation activities have a common interest. Its main goal is the exchange of knowledge and experiences between research groups and the promotion of cooperation as a work tool." Initially, this thematic network will have the participation ofo rganizations, research groups and researchers from at least three FEALAC countries: Brasil, Korea and Colombia. This network will have a Coordinator who will perform the following job functions: - Assure the execution of the programs of the network – support the management and execution of budget assigned to projects and activities of the network. – To propose to the Co-presidencies of the S&T Group, the inclusion of new groups and institutions. – to make annual monitoring reports. – to make efficient actions to disseminate and implement shared knowledge in the Network." Colombia identified the following as areas of common interest: : nanotechnology, biotechnology, information & communications technology (networks of advanced technology and WIFI implementation of technology using unused TV signals) biorefineries development of advanced materials,- ) recycling of industrial waste, reduction and capture of carbon dioxide, -)education of scientific culture in elementary education." This project corresponds to the first stage of work of the Network (two years). The second stage includes the execution of projects and other activities aimed at reaching a higher level of collaboration betweeno rganizations of participant countries (three years). Through an active participation of its members, The Colombian Government believes that FEALAC is a fundamental scenario to promote and strengthen the bi-regional links. FEALAC Business Dialogue
As it was proposed by the Minister of Foreign Affairs of Colombia during her speech in the 5th Ministerial Meeting, this Ministry has started the preparations for the FEALAC Business Meeting. It is planned between the 18th and 20th of October, following to the FEALAC Senior Officials and Working Groups annual meetings. For Colombia, the participation of the governments delegates and the assistance of the business leaders of the FEALAC members are very important, having in mind that this FEALAC Business Meeting has the goal to create a proper space for business dialogue and understanding, knowledge and cooperation between both regions.
