Latin American and the Caribbean – Southeast Asia Academic Dialogue Forum

The Latin American and the Caribbean – Southeast Asia Academic Dialogue Forum is an online forum that aims to promote regular academic dialogue and foster academic cooperation between scholars dedicated to inter-regional and comparative studies of several issues involving countries and organizations of both regions, taking advantage of the use of online platforms, which will make possible to bridge geographical distances and reduce external dependence on economic resources. Coordination is expected to rotate regularly each time between study centers dedicated to Latin America and the Caribbean, and Southeast Asia Studies in both regions. The topics to be discussed, which will be defined by the coordinator on duty, will seek to improve understanding between the people and, by mean of academic south-south cooperation, the rapprochement between the countries of Latin American and the Caribbean and Southeast Asia. Among the expected outcomes of the forum, is the elaboration of a policy-oriented statement that mentions the challenges and opportunities, as well as contains recommendations and good practices, to improve academic cooperation and internationalization policies of the universities of the countries of both regions, while nurturing, by means of track-2 para-diplomatic linkages, the knowledge not only of governmental agencies to improve inter-governmental relations but also of private sector actors to improve trade and investments flows between the countries of Latin America and the Caribbean and Southeast Asia.

Argentine Program for Foreign Junior Diplomats

The Program seeks to provide in depth knowledge to current and future generations of foreign diplomats about the attributes and potential of the Argentine Republic. During the 10-day course, participants will explore the key elements of Argentina’s foreign policy and diplomacy, through specialized seminars by leading experts, field trips to places of interest and presentations by the participants themselves, to encourage a high level of interaction among the attendants. By the end of these two weeks, participants are expected to become familiar with the fundamental principles, actors and institutions that define Argentine diplomatic affairs.

Network for Exploring Economic Complementarity in the Agroindustrial sector

The networks aims to examine potential paths towards an economic complementarity linking between MERCOSUR economies and one of the countries identified as strategic by the Group of Producing Countries from the Southern Cone, with special reference to agroindustrial trade and discussing the possibilities of a closer rapprochement between these economies. Based on the importance of MERCOSUR in agroindustrial exports and Asia’s net importing markets, the objective is to analyze potential areas of work to improve the flow of investments in the agroindustrial sector, in order to promote trade and the development of Transpacific value chains.

MINCYT is currently involved in the European Business Network, a program that offers a platform for linking technology-based SMEs and research centers with the aim of developing joint projects, exchanging technology, or applying to European projects and that allows for the inclusion of third countries. Expertise sharing for the Construction of Affordable and Sustainable Housing for Vulnerable Sectors

Bamboo as an ecological agent because: a) using bamboo in the construction industry to replace timber, we take the pressure of the rainforest; b) erosion control: the bamboo greatly reduces rain run-off, preventing massive soil erosion; c) Bamboo releases 35% more oxygen than its equivalent of trees. Some bamboos even sequester up to 12 tons of carbon dioxide from the air per hectare; d) Bamboo is a high-yield renewable resource; e) There are 1500 species of bamboo on the earth. This diversity makes bamboo adaptable to many environments. It can be harvested in 3-5 years versus 10-20 years for most soft woods. Bamboo could be a compromise between economic and ecologic concerns. The aim of this project is to spread the Bamboo as a natural material for use in the construction industry and housing as a different kind of architecture. Also to work in the transfer of technology so as to learn how to use the raw material and how to extend its useful life for housing purposes. The education and training in all aspect of bamboo production from planting, to building bamboo houses and marketing, is part of this project and will definitely can help to create new jobs in an area of great potential.

Cimientos 20th Anniversary, International Forum in Education

Fundacion Cimientos is an Argentina NGO that works in education since 1997. Its mission is to work with vulnerable children at risk of dropout in order to help them achieve more succesful educational experiences, to increase their possibilities of graduating from high school and to build a better future. This project aimed to organize an International Forum in Education in order to promote the educational actual debate and celebrate Cimientos 20th anniversary making visible our values. In this occasion it has been working with some embassies in Argentina of countries from East Asia and Oceania. The project intended to summon international figures that can convey their life story, the value of hard work and overcoming obstacles. Inspiring speakers that can attract the attention of our youth and of the audience in general so that their passing through our country is significant and remembered.

"Exchange of Experiences in Electronic Phytosanitary Certification"

Background: An ePhyto system is a computer system through which phytosanitary certificates are prepared and electronically exchanged between National Plant Protection Organizations. “Electronic exchange” means the sending and receiving of ePhytos between two countries. An ePhyto is the electronic version of a phytosanitary certificate in XML format. All the information contained in a paper phytosanitary certificate is also in the ePhyto. ePhytos can be exchanged electronically between countries or the data printed out on paper. ePhytos are produced in accordance with ISPM 12 including Appendix 1. The adoption of ePhytos facilitates speedy and secure transmission of phytosanitary certificates between trading parties thus eliminating fraudulent certificates. The ePhyto Project aims to facilitate trade through connection to a Hub for exchange plus the Generic ePhyto National System (GeNS) for developing countries. This system will eventually replace phytosanitary certificates in paper and would create opportunities to facilitate phytosanitary exchange in an innovative, cost effective, and globally harmonised electronic environment. It will promote economic growth of participating economies through lower certification costs and enhance trade facilitation. Given the wide acceptance of the project for the exchange of experiences in electronic phytosanitary certification systems between Latin American and East Asian countries, and considering the need to have a plan for the implementation of such exchange of experiences, the continuation of the proposal is submitted. Project purpose: Development of a strong collaborative relationship between Argentina and Australia on ePhyto to deliver key project objectives of: 1. Enhance internal expertise in ePhyto for Argentina and Australia. 2. Establish Argentina and Australia as leading nations for ePhyto within respective regions. 3. Accelerate the implementation of ePhyto in the NPPOs within respective regions. 4. Promote ePhyto through regions via multilateral institutions (eg. FEALAC, APEC and G20)

Marine research bi-regional cooperation

Within the framework of an official visit that Argentine Minister for Science Technology and Innovative Production Lino Barañao conducted to New Zealand, both countries expressed their interest in cooperating in the area of marine research. The main idea is to develop a project that aims to exchange research capacities and experiences in the Atlantic and Pacific Oceans and exploring ways of reciprocal participation of experts.

Network of service providers associated with the Polo practice

The activity will consist in the creation of a working database of consumers and providers of goods and services associated with the practice of Polo in the Asia and Pacific region and Latin América. Specifically, providers of labor to the collateral specialists required to set up a Polo game from the so called “petiseros” to the veterinarians. The results will be reflected in an electronic document. This database would be the start point to shorten the breach between the Argentine state – of the art professionals and the Polo players of the Asia and Pacific region.

Cooperation in the use of Water and Sustainability

Within the framework of an official visit that Argentine Minister for Science Technology and Innovative Production Lino Barañao made to Australia in 2016, the Argentine delegation visited the University of Queensland with which Argentina is already conducting joint collaborative research, in particular in the Provinces of San Juan and Mendoza, targeting, mainly, issues related to water management and irrigation in arid zones. As a result of bilateral meetings held, officials of both countries expressed their interest in maximizing the efforts of these programs and initiating joint collaborative activities. As the Argentine Ministry for Science Technology and Innovative Production is working on the launching of an Initiative on Water Use and Sustainability and, that Australia has been involved in the subject working with countries of the south cone, the purpose of project is to exchange views with the aim of subscribing a Bilateral Agreement focused on the topic of water sustainability.

Seminar on Creative Industries in Digital Convergence

Argentina is fostering cooperation between countries, people and companies on creative industries as generators of solutions for society. Argentina believes it is a theme of high relevance for all, especially today that digital platforms provide spaces for daily encounters. This is a topic that has to do with people, companies and countries, no matter their size or the resources they may have. It is a theme that unites, equals and essentially represents an opportunity for all. That is why we support the development of this new economy, based on the collaboration of people, companies, the state and the academic community. Therefore, we are inviting East Asia and Oceania to think about our future and start building it together, in a series of major international events such as a BIE Specialized Exhibition in 2023, for which Argentina has presented its candidacy under the theme ‘creative industries in digital convergence’.
