Project Purposes | In 2019, at the 9th Foreign Ministers’ Meeting in the Dominican Republic, the Santo Domingo Declaration was accepted. Under the declaration, member countries agreed to “identify inter-regional cooperation projects with voluntary participation, especially under the Working Group of Culture, Youth, Gender, and Sports (CYGS)”. In this context, Korea and the FEALAC Cyber Secretariat worked together in 2023 to launch FEALAC Youth Language & Culture Exchange Program (LCEP). The participating countries of 2023 are as follows: 2 from Brunei Darussalam; 4 from China*; 5 from Indonesia; 7 from Korea**; 2 from Myanmar; 2 from Argentina; 2 from Suriname. * Two youth delegates were nominated by the Ministry of Foreign Affairs of China, and additionally, two Chinese FEALAC Supporters affiliated with the Ministry of Foreign Affairs of Korea joined. ** Every Korean youth delegate is a participant in the FEALAC Supporters Program, which is a national initiative led by the Ministry of Foreign Affairs of Korea. The program aims to foster stronger links and solidarity between all member countries by promoting public and cultural diplomacy, as well as people-to-people exchange. The primary objective of this program is to enhance cultural understanding among the youth of FEALAC member countries in East Asia and Latin America. To ensure the project’s objectives, we kindly request each FEALAC member country to recommend one to two university students who can participate in the program. The youth participants will have the opportunity to engage in immersive cultural experiences, interact with their counterparts from different countries, and develop a broader perspective of the FEALAC community. Through activities such as language learning, and cultural workshops, the project aims to facilitate meaningful connections and lasting friendships among the youth of East Asia and Latin America. |

Activity Description | The 'FEALAC Youth Language & Culture Exchange Program' will be implemented online in conjunction with the FEALAC Supporters Program, which is being carried out as a national project in Korea. The ‘2024 FEALAC Supporters’ Program was launched on 2 May 2024 in Seoul. The 2024 FEALAC Supporters Program is comprised of 24 students from 8 FEALAC member countries(Bolivia, China, Colombia, Korea, Mongolia, Peru, Philippines, Viet Nam) For more information on the 2024 FEALAC Supporters, please visit: https://www.fealac.org/new/document/board_view.do?idx=1967&sboard_id=national_project&sboard_category=&page=1&onepage=10&orderby=A&sort=desc&sboard_01=&sboard_02=&sboard_19=NP&sboard_20=&stext=&startdatelike=&status= The registration deadline to join the 'FEALAC Youth Language & Culture Exchange Program' is 20 June 2024. The youth participants will be assigned to teams based on their preferred country for cultural exchange. It is expected that the youth participants dedicate at least one hour per week (at least five hours in total over five weeks) to the program, utilizing a virtual video call such as Zoom. Upon completion of the program, each group will be required to submit a final report detailing their activities. The LCEP team consists of FEALAC Supporters and FEALAC Youth delegates who are selected based on the recommendation of each member country. The LCEP team is recommended to include a variety of activities related to culture and language in the activity plan to fulfil its objectives. They are expected to exchange languages, cultures, and foods, for example, 'Basic Korean', Exploring Korean Culture', 'What we eat in Brazil', 'Intermediate Spanish', 'Advanced Indonesian', 'Mexican Greetings', and 'Exploring Thailand', etc. By exchanging lectures and conducting interactive sessions, the participants will have the opportunity to accumulate cultural knowledge and develop mutual understanding. These activities can include presentations, discussions, virtual tours, and interactive workshops. The focus should be on creating a platform where participants can engage with each other, ask questions, share personal experiences, and learn from one another's cultures and languages. This approach will facilitate the building of meaningful connections and foster a deeper appreciation of the diverse cultures within the FEALAC. |
Outcomes | In 2024, LCEP was concluded with 29 youths participants nominated by the 10 FEALAC member countries-Bolivia, Brunei Darussalam, Colombia, Dominican Republic, Guatemala, Indonesia, Korea, Lao PDR, Myanmar, Philippines-grouped into ten teams. Throughout the program, participants made virtual meetings, where they presented on various cultural topics such as traditions and customs, cuisine and culinary practices, architecture, and historical landmarks, etc. They also participated in language learning sessions, furthering their cross-cultural exchange. |
