Train-the-Trainer program: Arts for Peace

Colombia's Presidential Program, Arts for Peace, tackles the deep societal scars left byconflict and inequality, particularly in marginalized rural communities. Recognizing the transformative power of art, this program invests in arts education as a cornerstone of peacebuilding and reconciliation. By providing access to quality education and opportunities for youth, it aims to break cycles of poverty and exclusion, fostering a more hopeful future. In 2024, the "Sounds for Peacebuilding" presidential program made a transformative impact on Colombia by promoting cultures of peace through artistic and musical education. Benefiting over 300,000 children and youth in 1,590 educational institutions, the program prioritized historically marginalized regions affected by conflict. By dignifying the role of heritage experts and music teachers, providing musical instruments to 500 public schools, and engaging more than a million people in awareness-raising activities, it fostered cultural diversity, coexistence, and access to cultural rights across 687 municipalities nationwide. Looking ahead to 2025, the program evolves into Arts for Peace, expanding its scope to include additional artistic disciplines such as dance, literature, poetry, and film. This new phase aims to engage countries worldwide, especially those in FOCALAE, by training trainers who utilize arts education to promote peacebuilding in communities affected by violence. Through this approach, the initiative seeks to strengthen the capacities of artists and arts educators and expand its impact globally. By encouraging creativity and expression through various artistic languages, the program seeks to deepen its contribution to community development and expand international cultural partnerships in the arts and culture sector. SPORTS EXCHANGE PROGRAMS FEALAC

This project primarily aims to organize sports exchanges among FEALAC countries. It will include knowledge exchange ranging from coaches to young athletes, defined as underage sports participants, generally teenagers between 15 and 18 years old. The goal is to share international experiences among FEALAC members. The project will be developed in two phases. The first phase will promote sports exchange through the disciplines of skating and rugby. This initial phase is proposed to be carried out in Colombia. The second phase will continue the sports exchange in FEALAC member countries interested in hosting delegations in skating, rugby, or other sports such as badminton and football. The objective is for FEALAC member countries with strong traditions in these disciplines to share their expertise through training sessions, matches, friendly activities, seminars, and cultural visits. This will enrich all participants and enhance the sports benefits of each delegation, leveraging the high-level capabilities found in countries with strong rugby backgrounds such as New Zealand, Australia, Japan, and in Latin America—Colombia, Argentina, and Brazil. ________________________________________ How Will the Project Be Carried Out? Phase 1: Exchange in Colombia We will host international delegations from FEALAC to share experiences, training sessions, and competitions with young FEALAC athletes (4 rugby coaches and 8 skating athletes). Activities will include skating clinics, rugby training, technical seminars for coaches, and friendly matches. Phase 2: Exchange in a country to be defined In this second phase, the Colombian delegation and others interested in participating in the project will take part in practices and matches in countries that are leaders in the aforementioned sports disciplines (1 rugby team with their rugby coaches). The aim is for these host countries to be global leaders in sports such as rugby and skating. Where Will the Project Take Place? In Colombia: Activities will mainly take place in Ibagué, the capital city of the department of Tolima. All sports activities will be held at the Sports Center of the City of Ibagué. The delegation will also visit the city of Ambalema, located two hours from Ibagué, and participate in cultural and sports activities with local youth athletes. Finally, the delegation will travel to the city of Paipa, located in the department of Boyacá, known for producing athletes and for its beautiful landscapes and cultural activities. In a FEALAC Member Country (to be defined): The Colombian delegation, or any other delegation interested in the project, will travel to a FEALAC member country with a strong tradition in the mentioned sports disciplines. These exchanges will also include visits to high-performance training centers and participation in cultural activities. When Will the Project Take Place? The project will be implemented in two phases during the years 2025 and 2026: • Colombian Phase 1: Scheduled for the second half of 2025, with a 14-day visit by the international delegation to Colombia. • Phase 2: In the first half of 2026, the Colombian (or participating) delegation will travel for a 14-day sports exchange to the selected FEALAC member country. Who Will Participate in the Project? • International Delegation: Coaches and young athletes from FEALAC member countries, accompanied by their technical and organizational teams. • Colombian Delegation: Young athletes and coaches from Colombia’s skating and rugby leagues. • Organizers: The project will be coordinated by the Ministry of Sport of Colombia, the Government of Tolima, INDEPORTES Tolima, the Municipality of Ibagué, the Colombian Rugby Federation, the Tolima Rugby League, the Tolima Skating League, and the Corficolombiana Foundation, along with international counterparts from other countries interested in participating in the project.

CENTRAL AMERICAN AND CARIBBEAN SCHOOL SPORTS GAMES, COLOMBIA 2025

The Central American and Caribbean School Sports Games are a multi-sport school event, held every two years in the cities of countries within the region comprising Central America and the Caribbean Sea basin. Its first edition was held in Salinas, Puerto Rico, from November 8 to 14, 2007. The holding of the VII Central American and Caribbean School Games in Colombia in 2025 is of great relevance for the region, as it strengthens integration and cooperation among the countries of Central America and the Caribbean. This multi-sport event, which is held every two years, brings together young athletes from various nations, promoting sports and cultural development in the region. In this context, the participation of Central American and Caribbean countries in these games is essential to promote youth talent and strengthen ties between nations with a tool such as sport as an agent of social transformation. It is very important to highlight that the selection of Colombia as the host country for the 2025 edition reflects the recognition of its organizational capacity and its commitment to school sports, which represent the future of the new generations. Likewise, under this project, it is planned to extend the invitation of nations from other regions such as New Zealand and Indonesia to participate in this regional sporting event with the purpose of enriching cultural and sporting diversity, offering young athletes the opportunity to compete with peers from different parts of the world and promoting ties of friendship, sporting exposure and international cooperation.

VI SPANISH AS A FOREIGN LANGUAGE COURSE FOR TOURIST GUIDES AND UNDERGRADUATE AND GRADUATE STUDENTS FROM FEALAC EAST ASIAN COUNTRIES - ELE FOCALAE

Colombia offers Spanish courses for tourist guides and undergraduate and graduate students from FEALAC East Asian countries to be undertaken in Colombian universities with proven high quality standards in language education for foreign students. ELE FOCALAE aims to strengthen mutual understanding, trust, political dialogue and friendly cooperation between Colombia and East Asia through the teaching of Spanish as a foreign language and the promotion of the linguistic, cultural and touristic values of Colombia. The initiative seeks to develop three components to achieve this goal: - On the one hand, it helps tourist guides to improve their interaction skills with Spanish-speaking visitors. In addition, it aims to position Latin America and the country as an important destination for learning Spanish in beneficiary countries and among people visiting those countries. - In the educational area, it seeks to foster academic mobility in a double way through the participation of undergraduate and graduate students. It is hoped that they will contribute to mutual knowledge from the academy, as well as to the generation of lasting ties between institutions of higher education of the two regions. - From the cultural point of view, it seeks that beneficiaries have the opportunity to know the different Colombian and Latinoamerican cultural expressions through gastronomy, typical dances, landscapes, etc. Their presence in the country is very enriching so that our nationals get to know other traditions and cultural expressions.

Network of Scientific-Technological Convergence Phase II Nano- Bio /International Meeting “Challenges and possibilities from bio and nanotechnology to facing the problem of water contamination by heavy metals”

This project is circumscribed within phase II of the initiative from the Bio-nano Convergence Network, aimed at performing an assessment of the presence and concentration of heavy metal and metalloids into water bodies, specifically mercury, lead, cadmium and arsenic in FEALAC countries. The purpose is to assess, through pilot studies, the impact of these contaminants on living beings and the environment, and to strengthen technology transfer to exposed communities, and to assume the measurement tasks, monitoring, mitigation and remediation from the opportunities and capabilities offered by bio and nanotechnology. The initiative requires a feedback stage based on the experiences of countries that have carried out this kind of activities. This will allow strengthening the methodology and cooperation actions as well as identifying the existing potentialities to achieve, through the opportunities offered from bio and nanotechnology, the goal of systematic mapping and monitoring of heavy metals in water. The FEALAC-Cbionano International Meeting “Challenges and possibilities from bio and nanotechnology to facing the problem of water contamination by heavy metals”, took place in Bogotá, on Dec 2, 2016. During this meeting the international cooperation project: “Mapping and assessment of water contamination by mercury, lead, cadmium and arsenic in FEALAC countries” was presented, and the book: “Bio-Nanotechnology for sustainable environmental remediation and energy generation” was launched. This book contains contributions by experts from FEALAC countries on energy and environment opportunities offered by bio and nanotechnology.

Colombia has done important steps forward regarding the financing of innovation. However, there is still a long way to go in the support of innovation in Colombia. When briefly exchanging experiences with similar institutions from other countries it becomes evident that these issues are not unique to Colombia. It is often the case that countries are not fully aware of their own strengths and weaknesses and there is not enough exchange of experiences and instrument creation. This provides nations with a clear opportunity to enlighten each other with different paths towards their own development by exchanging information and good practices. The purpose of this project is therefore to contribute to the economic development of FEALAC members by creating a space where different countries can share successful experiences, best practices and lessons learnt on the design and implementation of their innovation support mechanism, specifically on the creation of different financing instruments to spur business hyper-growth through innovation. Along with creating a network between countries that could benefit the development of joint projects between governments or even between actors as entrepreneurs, academic sector, etc. The main objectives of this proposal are: 1. To share experiences and best practices between experts who currently work and have deep knowledge on the implementation of innovation and entrepreneurship support measures. 2. To develop networks and connections between Latin-American and East Asian countries in order to support innovation in companies with high growth potential, enhancing business opportunities. 3. To learn financial mechanisms and other instruments used by the participating countries in order to strengthen national innovation systems.

Network of scientific-technological convergence

This project is based taking into account the commitment that Colombia made in Buenos Aires about presenting a cooperative initiative on Science and Technology, and also considering that the Colombian government is part of the Forum for East Asia – Latin America Cooperation (FEALAC). " Colciencias has identified one of the most important problems in science and technology between both regions: the insufficient rapprochement of groups and research centers of the two regions. However, FEALAC, as an international platform of political dialogue and cooperation aimed at the strengthening of the Latin America-Asia relations could be the answer to solve this problem. " One indicator of this problem is the limited number of collaborative activities which causes the loss of opportunities to make RD joint actions and projects and institutional strengthening. The main causes of the problem are: mutual unawareness of science and technology capacities in a great range of countries, weak promotion of networks of joint work, and different priorities for scientific cooperation. " Among the mechanisms that could be used to solve this problem, we could find: support for the execution of innovation and technological development programs and projects through the use of instruments such as: 1) nonrefundable public contributions to support university-industry programso r projects (cofoundingo r grants) 2) support for researchers mobility 3) enrollment of researchers in industries. Support the execution strategic and applied research programs and projects through mechanisms such as: nonrefundable public contributions for the execution of projects by universities and research centers (contingent recovery), and 2) scholarships for doctoral studies in countries of the Network." This proposal focuses on contributing to eliminate one of the main problems through the creation and operation of a thematic network in the field of scientific-technological convergence. This is defined as the convergence of life sciences, physics and engineering. (MIT, 2011), the need to solve problems related to food security, energy, environment and health through an interdisciplinary work. (A new biology for the 21st century, 2010)" A thematic network is an association of research groups from public and private institutions of the FEALAC country members, which its scientific and innovation activities have a common interest. Its main goal is the exchange of knowledge and experiences between research groups and the promotion of cooperation as a work tool." Initially, this thematic network will have the participation ofo rganizations, research groups and researchers from at least three FEALAC countries: Brasil, Korea and Colombia. This network will have a Coordinator who will perform the following job functions: - Assure the execution of the programs of the network – support the management and execution of budget assigned to projects and activities of the network. – To propose to the Co-presidencies of the S&T Group, the inclusion of new groups and institutions. – to make annual monitoring reports. – to make efficient actions to disseminate and implement shared knowledge in the Network." Colombia identified the following as areas of common interest: : nanotechnology, biotechnology, information & communications technology (networks of advanced technology and WIFI implementation of technology using unused TV signals) biorefineries development of advanced materials,- ) recycling of industrial waste, reduction and capture of carbon dioxide, -)education of scientific culture in elementary education." This project corresponds to the first stage of work of the Network (two years). The second stage includes the execution of projects and other activities aimed at reaching a higher level of collaboration betweeno rganizations of participant countries (three years). Through an active participation of its members, The Colombian Government believes that FEALAC is a fundamental scenario to promote and strengthen the bi-regional links.
