To finalize the "Charter of the FEALAC University Network", to decide on financial and administrative arrangements to support the Network and on the first academic initiative(s) to be carried out by the network.
DRAFT PLAN OF ACTION TO BUILD UPON THE SEMINAR "BIOTECHNOLOGY, BIOMEDICINE AND LIFE SCIENCES
The purpose of this proposal is to contribute for the deepening of the dialogue started in Rio, therefore to the widening of cooperation among FEALAC Member Countries in the field of biotechnology applied to health.

International Seminar on Biotechnology
Given the interest of the members of the Forum for East Asia - Latin America Cooperation - (FEALAC) to discuss and develop multilateral cooperation initiatives in the field of Science, Technology and Innovation (ST & I), with emphasis in biotechnology and health, Brazil, in its position of co-Chairs of the Science, Technology Working Group, iso rganizing, in Rio de Janeiro, on November 2013, an !**!International Seminar on Biotechnology, Biomedicine and Life Sciences: current situation and joint cooperation perspectives among FEALAC countries!**!." The Seminar will bring together researchers, scientists and policymakers in Latin America and East Asia to share experiences on innovation systems in biotechnology and health. A group of selected countries, between four and six per region, will be invited to conduct presentations on aspects of their innovation systems in health, namely:" - Health industrial complex" - Pharmochemical sector, drugs and medicines" - Research and development on neglected diseases and" - Biomedicine and health (including bioinformatics, nanobiotechnology and biomaterials)." FEALAC University Network
FEALAC´s University Network will be an institution of academic mobility which intends to gather universities across both regions to help develop the study and teaching of East Asian studies in Latin America and vice-versa, by providing facilities to the communication and interchange of students and professors. The University Network should encourage education, research and cooperation across the broadest range of topics in science and technology.
